Defender quarantined loader — exclude folder still broken?

Defender quarantined the loader instantly. I excluded the folder but menu still will not open — am I missing a restore step?

Exclusion alone is not enough. Protection history → restore → then exclude. Heuristics re-delete if you skip restore.

Same on Kaspersky — allow app + folder, not just one file. Reboot after allowlist.
